HW10: Chapter 3

CHAPTER 3
Summary, Conclusions and Recommendations

SUMMARY
This paper attempted to identify or determine the effects of having k to 12 implemented in the Philippines.

The research design used in this study is a descriptive research method wherein data from online articles, surveys and interviews were used to answer the research question posed. The research findings are the following:

1.      Negative effects of the k to 12 program are: there will be an increase of drop out rate for students under k to 12 program, additional cost will be needed by the government, and parents should put up additional cost for their children.
2.      Positive effects of the k to 12 program are: students will have time to master their subjects, teachers will be motivated to teach due to an increase of salary, students will be globally competitive due to recognition globally, student will be ready to enter into college, and graduates of the program can enter into job based on their vocational skills.

CONCLUSIONS

Based on the findings of this study, the following conclusions are drawn:

1.     Teachers will be effective, efficient and motivated.
2.     Students will receive a good quality of education.
3.     Additional problem by the parents to spend money for their children.
4.     Government should increase funds to enable to produce more classrooms, books and better facilities to accommodate number of students
5.     Government should prepare what is needed before they implement the program, not prepare while implementing the program.

RECOMMENDATIONS

After drawing the conclusions of the study, the research hereby make the following suggestions/recommendations:

1.     There should be a researcher who will conduct a study regarding to the quality of education between the k to 12 program and the 10 year program.
2.     There should be a research upon the progress of the program.
3.     When there are graduates from the program, a research shall conduct the effectiveness of the k to 12 program.

HW9:Teachers, are you ready??

From the website of Department of Education (DepEd) they posted an article last February 13, 2012 entitled as DepEd prepares teachers for K to 12. In this article, DepEd ensures that before the implementation of the program that teachers are ready for the program. The DepEd conducted the Test of English Proficiency for Teachers (TEPT) and Process Skills Test (PST) in Science and Mathematics to all public teachers of Grades 1 and 2 nationwide. Those tests are part of DepEd’s assessment whether the teachers of public school have the capability to teach the new curriculum of the k to 12 program.

The result will be the basis on what kind of training was introduced last summer to prepare the teachers. Teachers from NCR, CaLaVaRZon, MIMAROPA, Ilocos Region, Cagayan Valley, Regions 5, 6, 7, 8, 9, and 12, CARAGA, Northern Mindanao, Davao Region, Central Luzaon, CAR and ARMM took the TEPT and PST test.

The DepEd did the right thing that they should assess their teachers before they implement the k to 12 program. And they gave training to prepare the teacher for the program. This is a good idea by the DepEd because it will ensure that their teachers is ready or not for the program. Teachers are ready for the program, do the students are ready for the program?

HW8: Students and Teachers are benefited

From Department of Education (DepEd) they posted an article last December 5, 2012 entitled as Math and Science teachers get 3-step salary increase . DepEd implemented guidelines for the grant of 3-step salary increase for teachers of Science and/or Mathematics in public schools.

“Teachers have specialization in Science and/or Mathematics will be given additional pay 3-step higher than the teachers’ assigned grade”. This is from the Joint Resolution No. 4 of the Senate and House of Representatives issued by the Department of Budget and Management. A grant of a 3-step salary increase will be recognized as incentive to teachers who are specialized in Science and/or Mathematics trusting to give focus to teach these subjects in the basic education.

Luistro said that the Science and Mathematics are important tools of industrialization which has a possibility to improve global competitiveness of the country.

Teachers I, II, and III in public schools who are specialized in teaching Science and Mathematics are covered by the grant. The grant was started last January 2011 and the succeeding grants are operative every January of the year.

Based on DepEd Order 79 series of 2002, the school head shall determine qualified teachers based on the review of submitted documents which are:

· Approved appointment
· Transcript of records
· Certificates of training completed in Science and Math
· Individual teachers program indicating daily subject load for the last three school years
· Performance rating for the last three years, and
· Updated service records.

Those who qualified to the criteria will be granted of the 3-step salary increase. And also, teacher must be teaching Science and Mathematics for three years to be granted by this grant.

Another step having a good quality of education is that the teacher specialized in subject. I think this will open the minds of to teacher that they should specialize the subject in order to have a increase salary. I realized it benefited both teachers and students. Teachers will have increase salary and also obtain clear knowledge in the subject. And Students will understand the subject because their teacher will provide discussion that they will understand.

HW7: A good start will result to a better finished

According to the article by the Department of Education (DepEd) entitled DepEd releases criteria in hiring kinder teachers posted last November 19, 2012 the DepEd requires qualifications in hiring and deployment of kindergarten teachers

QUALIFICATIONS

DepEd put up a standard on hiring kindergarten teachers. In the DepEd Order 81, s. 2012 you will find the guidelines on hiring and deployment of kindergarten teachers. Under paragraph two, it stated the qualification of kindergarten teacher-applicants, that applicants must be a degree holder at any of the following:

· Bachelor in Early Childhood Education (ECE)
· Bachelor of Science Preschool Education
· Bachelor of Science (BS) in Family Life and Child Development
· Bachelor in Elementary Education with specialization in Preschool or Early Childhood Education
· Bachelor in Elementary Education major in Teaching Early grades.
· Bachelor in Secondary Education which has an additional diploma in ECE and also who take major related courses to at least 18 units in ECE/Child Development including those in Day Care centers.
· Also teacher applicants must passed the Licensure Examination for Teachers (LET) and/or Professional Board Examination for Teacher (PBET) and must not be 46 years old and above.

DEPLOYMENT

In deployment of kindergarten teachers, teaching experience in kinder/preschool both in public and private schools shall be considered and shall follow specific:

· The teacher I plantilla position for kindergarten shall be deployed in public elementary schools where there are existing kindergarten classes with a large population of five-year old children.

· The teacher to be deployed must be in the list of the Division’s Registry of Qualified Applicants.

· A kindergarten teacher shall handle two classes per day; one in the morning and on in the afternoon. Each class shall have at least twenty five children who are five years old for a period of at least three hours per session.

· In a school where there is only one kindergarten class, teacher shall handle another class in a nearby school

· Kindergarten teacher shall be entitled to receive the same benefits and other continuing professional development.

Luistro said that we must follow the quality standards in preparing our young learners, which is also teachers must qualify the required standards in competence and qualification.

In this article, we see another progress of k to 12 program which is to have quality teachers in kindergarten. They put up standards in hiring kindergarten teachers. If these standards will be followed right and quality education will be received by the students.

From what I see it is a good idea that they put up standards in hiring kindergarten teachers because those qualified teachers will provide the right education for the students in the kindergarten and also a quality education. Those teachers qualified are specialized to their job. Therefore, they know what to do in teaching and what not to do.

And also, I see that they want a good quality to the beginning of the learning progress of children. I hope that the students, who have a good quality of education in their education, will be carried in the proceeding years of their education.

HW5: Chapter 2 DISCUSSION

Chapter 2
DISCUSSION

What will be the effects of k to 12 program that differs from 10 year education program?

Defining K to 12 Program
Students who entered into grade 1 and Junior High School (Grade 7) this year are under the k to 12 program meaning they will have additional 2 years of their basic education. K to 12 program uses the k-6-4-2 model. This model simply means k for kindergarten, 6 for 6 years of elementary education, 4 for 4 years of junior high school (grade 7 to 10), and 2 for 2 years of senior high school (grade 11 and 12). Senior High School in k to 12 will have specialization in subjects like science and technology, music and arts, agriculture and fisheries, sports, business and entrepreneurship, and others.

K to 12 program was proposed in the Philippines because the government saw benefits upon implementing it. Students will have more time to mastered their enrolled subject, graduates under the program will have skills and competency to the job which they look for, they also be prepared for higher education and those graduate will be now be recognized outside the Philippines these benefits was seen to individuals and families. And also the government saw that a possibility of increasing the GDP (Gross Domestic Product) in the Philippines, International standards in education to the Philippines, and there will be a better educated persons emotionally and intellectually these are benefits seen by the government to the society and economy. May be these benefits was seen by the government to implement k to 12.

The major goal of the government especially the Department of Education is they want the students to have a quality education that they deserve. Quality education means that they will be rational and focus on excellence, improve academic standards and to have graduates under the program which are highly competitive internationally. In order to achieve this goal government will provide trained teachers to give students quality education.

ADVANTAGES OF K to 12 PROGRAM
K to 12 program will decreased the amount of work in academics. The 10 year program has a full load of work in academics. It has the tendency that some lessons are not thought by teacher because they lack in time. While in k to 12, students will have more time to finish their lessons. Therefore students will have more time to master what they have learned inside the classroom.

Graduates of K to 12 will have effective skills and knowledge that can be use in their desired job. K to 12 will adapt to the fast-changing demands of society to have graduates that has skills that can be used in their work.

Graduates of K to 12 Program will be ready to enter into college. The curriculum of the program will ensure the mastery of important subjects in which the graduate will have the choice to enter college.

Graduate of K to 12 Program will be recognized internationally. The standard of Philippine education system is in international standards. Graduates of the k to 12 program followed the Washington accord and Bologna accord which will facilitate mutual recognition.

A better educated individual can contribute that will help the country to its improvement and development. Graduates from the program was developed emotionally and intellectually individuals which are capable to have effective employment or entrepreneurship.

DISADVANTAGES OF K to 12 PROGRAM

Parents will have to produce more money in order to send their children to school. Even education is free to public schools parents will have to put up money for the allowances and other expenses for another 2 years for their children.

Government lacks on funds for free education. As Filipinos knows that government is always is in shortage for funding in other matters. If it is a free education in public school, government will be in trouble getting the salary for the teachers.

Business firms rarely hire high school graduates.  Many business firms required a degree holder in order to be hired by them. High school graduates can have their jobs on vocational jobs, not for a professional job.

There will be no freshmen for two years in college. Three years from now, the last batch of the students under 10 year program will graduate. College will stop receiving freshmen students because the supposed to be incoming students will have additional 2 years. Therefore, there will be a financial problem for Higher Education Institutions

There will be a chance to increase the drop-out rate of having two more years in basic education.  Students will become lazy and tired studying if they will spend another two years studying.

HW6: Survey report

To have additional findings for my research paper, I have conducted a survey. What I did is an online survey because it is much easier to send survey questions and much easier to tabulate the answers gather in the survey. I asked my friends and random people to answer my survey questions. Some are approachable, while some ignored my request.

I start sending my survey questionnaire November 28, 2012 (Thursday) until December 2, 2012 (Sunday). I send my survey link to thirty (30) people and out of it, only eighteen (18) are my respondents. I have used Google Drive where a made my survey questions and to produce a link of my survey. My survey questions are needed to answer in an essay form. I have asked thirteen (13) questions which of those three (3) are to determine their category and ten (10) are related to my topic.

Out of the eighteen (18) respondents, five (5) were male and thirteen (13) were female. My ideal respondents are teachers, students, and parents which are experiencing the “k to 12” program. But teachers and parents ignored my request to answer my survey questionnaire. Therefore, I only have students’ respondents which are not experiencing the program. So, asked those students to their opinions and I have them answered my survey.

To discuss my survey results I have four (4) major questions which are: “How do you feel about adding 2 years of education in the Philippines?”, “If we add 2 more years, what are the possible effects here in the Philippines?”, “What do you think the Philippines needed to enhance our education performance?”, And “Are we(filipinos) ready to have additional 2 years in basic education?”

How do you feel about adding 2 years of education in the Philippines?

My first major question related to my topic is that how do they feel about adding two (2) years of education in our country. Almost 67% have negative answers in adding two (2) more years those who have negative answer said it is a waste of time and money and we should focus on other aspect in education like improving qualities of teachers and to infrastructures like schools and classrooms. 28% have a positive answer these respondents said that it would be better for the students because they will have time to cover up all lessons and discussion in the class. The 6% of the respondents said that it depends to the school giving quality of education.

If we add 2 more years, what are the possible effects here in the Philippines?

In this question 56% answered that there will be negative possible effects. Respondents said that students will not be able to finish school due to they become tired attending school, and parents will have a hard time sending their children to school because of financial capacity. While 33 % of the respondents answered there will be a positive possible effect. They said that Philippines will produce professionals, there will be an increase in the graduate rate of college because students graduated from k to 12 are ready for college, there would be a high employment rate, Philippines will be recognized and competitive internationally, and Filipinos will become more civilized. The remaining % did not answered this portion.

What do you think the Philippines needed to enhance our education performance?

From what I have observe respondents have similarity to their answers. Based to the respondents’ answers there three which Philippines needed to enhance these are the teachers, schools and its facilities, and budget for education sector. Teachers, teachers are the persons who are giving knowledge to the students. We need to produce more teachers in order to accommodate number of students. And lastly, We need to increase the “right” salary in what they do because if they don’t have the right salary tendency is they are not encourage to teach because they receive what they don’t deserve. Schools and its facilities, good environment to students have the tendency to focus studying. We need to have additional schools and classrooms in order to accommodate number of students because some schools and classroom have crowded students therefor some teacher have the tendency not to recognized their students. Facilities that students will use are factor learning to students so it needed to be improved on. And Budget, if you observed above budget is a big factor in order to fulfil what are needed. Therefor government should give additional funds to the education sector in order to enhance our education performance.

Are we (filipinos) ready to have additional 2 years in basic education

As you can see in the graph, majority of the respondents answers “no” the question if the Filipinos are ready to have additional 2 years in basic education. Their reasons are it will create problem especially financial and we are used to the program. They said that we need not to add two years but we should focus on other things like what I mentioned in the “What do you think the Philippines needed to enhance our education performance?” section. To those who agree to the question they said that Filipino are capable in adjusting on everything.

After conducting my survey, I looked to my prediction in my “HW1:Background of Survey” blog post. I find out that my prediction is the opposite of the finding of my survey. My prediction is respondent will be in favour upon implementing the k to 12 program. Based on what I have read on my survey results. Majority of the respondents said that we need not to add years to enhance our education but we need to improve other things like schools, facilities and teachers to enhance our education.
